OF JANUARY 26,2010, PRE-APPLICATION MEETING WITH EXELON TO DISCUSS PROPOSED RESIDUAL HEAT REMOVAL SERVICE WATER LICENSE AMENDMENT REQUEST (TAC NO. ME3020)
On January 26,2010, a Category 1 public meeting was held, between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was to discuss a planned (not yet submitted) license amendment request (LAR) involving a change to the allowed technical specification (TS) out-of-service time for the residual heat removal service water (RHRSW) system and the suppression pool cooling mode of the RHR system, to support planned maintenance activities at Limerick Generating Station (LGS), Unit Nos. 1 and 2.
The licensee provided an overview of the planned maintenance and the LAR. Over the next several refueling outages at each LGS unit, the licensee plans to remove portions of the RHRSW return piping from service to address degradation that has been detected during in service inspection. According to the licensee, the degradation is primarily caused by microbiologically induced corrosion. In order to replace the desired sections of piping, a time period longer than the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> limiting condition for operation action statement associated with one RHRSW subsystem or one loop of RHR cooling in the suppression pool cooling mode being out of service, is needed. The licensee plans to submit a change that extends the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> shutdown action statement to 7 days. This extension would only be allowable once per calendar year. In addition, the licensee plans to restrict the extension to time periods when one LGS unit is shutdown (not in operational conditions 1, 2, or 3). The NRC staff provided feedback to Exelon several areas, including: (1) conditions for removing the RHRSW system from service for this scope of work; (2) probabilistic risk assessment gap analysis; (3) the inclusion of applicable compensatory measures that are the basis for the proposed extension, into the proposed TS; (4) staff review considerations relating to whether the corrective actions planned address the root cause of the piping degradation; and (5) proposed TS clarity. The staff also questioned the licensee's basis for the proposed determination of a fully operable emergency service water system under the conditions described.
No proprietary information was discussed at the meeting. One member of the public was in attendance from the Bureau of Radiation Protection, Nuclear Safety Division, Pennsylvania Department of Environmental Protection. No comments were presented to the NRC staff during the public portion of the meeting. A list of attendees is provided in the Enclosure.
