OF JANUARY 21,2010, PRE-APPLICATION MEETING WITH EXELON TO DISCUSS PROPOSED HIGH PRESSURE COOLANT INJECTION ISOLATION SETPOINT CHANGE LICENSE AMENDMENT REQUEST (TAC NOS. ME2877 AND ME2878)

On January 21,2010, a Category 1 public meeting was held, by teleconference, between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was to discuss a proposed license amendment request (LAR) regarding changes to the high pressure coolant injection (HPCI) isolation setpoint on differential temperature at Limerick Generating Station (LGS), Unit Nos. 1 and 2.

The licensee provided an overview of the planned LAR. One of the technical specification (TS) required setpoints associated with the HPClieak detection system involves an isolation on room differential temperature. During a licensee-initiated review of the setpoint analysis, Exelon determined that the existing TS trip setpoint and allowable values for both units were non conservative. After discovery of this discrepancy, the licensee initiated prompt corrective actions to the plants' configuration by adjusting the setpoints to a value that removes the non conservatism. The purpose of this LAR would be to correct the TS values for HPCI isolation consistent with the revised analysis and adjusted plant configuration. The NRC staff provided feedback to Exelon in the following areas: (1) the level of detail desired regarding the derivation of the HPCI isolation analytical limit and the loop uncertainty calculation; (2) the application of the Limiting Safety System Setpoint terminology; (3) the applicability of Regulatory Issue Summary 2006-17, "NRC Staff Position on the Requirements of 10 CFR 50.36, 'Technical Specifications,' Regarding Limiting Safety System Settings During Periodic Testing and Calibration of Instrument Channels;" and (4) the overall setpoint methodology being employed.

No regulatory decisions were made at the meeting.

No proprietary information was discussed at the meeting. One member of the public was in attendance from the Bureau of Radiation Protection, Nuclear Safety Division, Pennsylvania Department of Environmental Protection. No comments were presented to the NRC staff during the public portion of the meeting. A list of attendees is provided in the Enclosure.
