Dear Sir:

In accordance with the Environmental Protection Plan (Non-Radiological) Improved Technical Specifications (ITS) for Crystal River Unit 3 (CR-3), Section 3.2.4, Florida Power Corporation, doing business as Progress Energy Florida, Inc., hereby provides a copy of the National Pollutant Discharge Elimination System (NPDES) Permit Renewal application that was submitted to the Florida Department of Environmental Protection (FDEP).

The NPDES Permit encompasses Crystal River Units 1, 2 and 3, and is renewed every five (5) years. The Expiration Date for the current NPDES Permit is May 8, 2010.

No new regulatory commitments are made in this letter.

Dear Mr. Harris:

Submitted for your review are three (3) copies of the completed application forms and supporting documentation for the renewal of the subject NPDES permit. An additional copy of the application has been sent to Yanisa Angulo, P.E. of the FDEP - Southwest District Office.

The application fee in the amount of $7,500.00 is also enclosed.

Please note that number of attachments are included as part of the permit renewal application package. Additionally, in order to reduce the amount of paper generated as part of the renewal, a compact disk (CD) has been included that contains copies of various reports cited in the attachments.

Finally, certain references are made to the NPDES permit modification request submitted September 11, 2009. We did not reproduce and include the permit modification material for this renewal. We respectfully request that you refer to that previous submittal for additional details regarding the new Helper Cooling Tower South (HCTS) project.
