SUMMARY
OF THE DECEMBER 15, 2009, MEETING TO DISCUSS ISSUES RELATED TO A FUTURE APPLICATION FOR AMENDMENT USING MELLLA+
On December 15, 2009, the Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with representatives of Northern States Power Company at the office of Excel Services, 11921 Rockville Pike, Rockville, Maryland. The purpose of the meeting was for the licensee to discuss issues related to a future application for amendment using the Maximum Extended Load Line Limit Analysis Plus (MELLLA+) methodology. The Enclosure to this summary contains the list of participants.
The licensee's presentation followed the licensee's handout material (docketed at Agencywide Documents Access and Management System Accession No. ML093490876). As shown in the handout material, the licensee plans to submit the application for the amendment in January 2010, and would request that the amendment be issued in 12 months. NRC staff participants did not voice any concern about the requested turnaround time, but cautioned the licensee that the Advisory Committee for Reactor Safeguards had previously indicated interest in reviewing amendments using MELLLA+ methodology, and such review could potentially introduce some uncertainty to the turnaround time.
Members of the public were in attendance. No portion of this meeting was closed to the public because no proprietary information was used by the participants. Before the meeting adjourned, members of the public were given the opportunity to communicate with the NRC staff both verbally and through the use of public meeting feedback forms. No comment or feedback was received.
