Oyster Creek Status,5/10 -14/2009 (3:30 pm)
Attachments: NJ org chart DEP.doc This note provides updated information for the period between 5/10 and 5/14. Participants included Exelon representatives responsible for the coordination of the licensee investigation efforts, and representatives of the New Jersey Department of Enviornmental Protection, Bureau of Nuclear Engineering. NRC Representatives were John White, Ron Nimitz, Hal Gray and Marc Ferdas.
1.Well samplinalanalysis The licensee continues to sample Its wells in accordance with its Adverse Condition Monitoring and Contingency Plan. The daily samples of the intake, discharge, and Route 9 bridge canal areas have note indicated any tritium concentration above minimum detectable activity.
(b)(5)
The Monitoring Wells were resampled on 5/13. Analytical results are expected to be available on 5/15.
Monitoring data from these wells is necessary to determine the extent of plume development, migration, and any changed conditions; and confirm if natural attentuation is occuring, presuming that the source of the tritiated ground water contamination has been terminated.
The licensee's geo-hydrology contractor has been on site to characterize the plume and develop plume and flux maps to provide data for refined calculations of potential tritium release to the canal for purposes of dose calculation. The contractor report is expected on 5/15 and plume maps the following week.
The licensee is still considering options relative to soil disposition from the excavation. f0 The licensee has performed bounding dose calculations and identified dose to be a small fraction of 10 CFR ,D 50 Appendix I ALARA criteria.
- 2. Pipe inspection status The below update provides latest pipe updates with the exception of the 1" CRD min flow line (CS-38). The licensee has not yet established a schedule for its excavation or the type of examination itwill conduct on the 1
line, however, it indicates that the line will be excavated and examined upon completion of the CST inspection effort.
- 3. CST (b)(5)
- 4. Root cause anglysis/DiDe failure analysis Exelon's root cause team has initiated its review and Investigation of the circumstances surrounding the conditions that led to the ground water contamination, including, but not limited to: review of the licensee's activities associated with buried pipe, extent of condition, and radiological and environmental assessment of the conditions. The root cause assessment is expected to be complete about mid-June and is expected to include analysis of the corrosion mechanism and cause that led to the failure of the 8" and 10" carbon steel buried pipes associated with the CST system.
- 5. Communications The licensee reported that no media has been expressed recently. The licensee is continuing to maintain dialogue with various stakeholders, and is planning on offering a tour to Interested stakeholders in the near future, possibly next week.
Region I has been addressing questions and interest expressed by some local media in the area.
- 5. NRC actions NRC Region I staff specialists and residents continue to follow this issue closely.
6..New Jersey-Department of Environmental Protection.
Representatives from NJ-DEP participated in the call, and indicated no concern about the licensee's efforts; and had no questions for NRC. Exelon's Coorporate Regulatory Assurance Manager indicated that Exelon was meeting with Ms. Jill Upoti, Director, Division of Environmental Safety and Health, NJ-DEP on 5115 to discuss the conditions onsite, and Exelon's plans and activities.
