FYI - Tritium Detection in Cable Vault at Oyster Creek Brian.& Sam, I read this yesterday morning in the event notices...to date, there have been no known release of tritium.
Additionally, the licensee is now committed (by virtue of their renewed license and SER commitment 36) to having a non-EQ medium voltage cable testing and monitoring program AND is required to take action to address the 10 CFR 50 aspects of the flooded ESW cable vault. Although I don't believe this issue has "potential impact" on our LR decision, it will be interesting to see how the Region follows up on this from both -
Part 50 and Part 54 perspective.

Tritium Detection in Cable Vault at Oyster Creek Bruce, attached is the communication plan we developed for external stakeholder outreach wrt to the identified condition of tritium in the Emergency Service Water (ESW) system cable vault located in the vicinity of the intake structure. Apparently, there was a fair amount of water (2000 to 3000 gals) in the vault (the vault is 8 ft x 8 ft x 16 ft - 1024 cubic ft) which resulted in about 12 inches of standing water. The licensee has not determined the source of the water. There are 31 conduits which enter the vault and the licensee has noted some seepage from one of the conduits. No indication of an active leak or any environmental release. No tritium has been detected in any local ground water sample points in the vicinity of the ESW vault, including onsite domestic water wells. The licensee has been 'conducting inspections of the vault approximately every 90 days and as such, last inspected the vault in October 2008. At that time, 2 inches of standing water was,
discovered, sampled with negative results for any radionuclide,and pumped out. The licensee has put 1
together an investigative team. No reportability requirements, either per 50.72 or the NEI voluntary groundwater initiative. This morning's 50.72 was a function of the licensee contacting N.J. in response to an agreement that Exelon has with N.J. DEP to report any tritium contamination onsite > 2000 pCi/L that has the potential to have an environmental impact.
Regarding stakeholder communications, the licensee issued a press release (I will forward that to you separately) and contacted the State. We have contacted OCA and will be forwarding our communication plan to OCA for their use if they decide to follow up with additional congressional staff contact. It is my understanding that OCA provided a copy of the 50.72 notification to congressional staffers this morning. Our thoughts are that the communication plan provides considerably more context than the 50.72 and we have communicated such to OCA. As I mentioned this morning, we have engaged N.J. DEP. 3 or 4 media articles today on the issue have been relatively innocuous. We are planning to submit an EDO Daily tomorrow and will keep you informed as things progress.
