KEWAUNEE POWER STATION LICENSE AMENDMENT REQUEST 249: CONVERSION TO IMPROVED TECHNICAL SPECIFICATIONS - SETPOINT METHODOLOGY SUPPLEMENT (TAC NO. ME02467)
Pursuant to 10 CFR 50.90, Dominion Energy Kewaunee, Inc. (DEK) requested an amendment to Facility Operating License Number DPR-43 for Kewaunee Power Station (Kewaunee) (reference 1). This amendment request would revise Kewaunee's current Technical Specifications (CTS) to Improved Technical Specifications (ITS) consistent with the Improved Standard Technical Specifications (ISTS) described in NUREG 1431, "Standard Technical Specifications - Westinghouse Plants," Revision 3.0. This supplement provides Kewaunee's setpoint methodology for those instruments included in Kewaunee's Setpoint Control Program, as required by proposed Technical Specification 5.5.16, "Setpoint Control Program."
In Reference 1, DEK proposed adoption of technical specification task force (TSTF) traveler TSTF-493, "Clarify Application of Setpoint Methodology for LSSS Functions,"
Revision 4 (TSTF-493, Rev. 4), Option B, into the Kewaunee ITS. Option B allows the relocation of the instrument Allowable Values from the Technical Specifications to licensee control. TSTF-493, Rev. 4, states that a request to adopt Option B requires submittal and NRC approval of the setpoint methodology or methodologies that a plant desires to use to calculate future setpoint changes. The enclosed document provides the proposed setpoint methodology for Kewaunee. The methodology is referenced in proposed ITS Specification 5.5.16, "Setpoint Control Program," item b.1.
TSTF-493, Rev. 4 was submitted to the NRC by the TSTF on July 31, 2009 (ADAMS Accession No. ML092150990) and is currently not approved by the NRC. Although not approved by the NRC, DEK used this revision in the development of the Kewaunee ITS conversion license amendment request (LAR) (reference 1). Because Kewaunee's ITS conversion LAR and TSTF-493, Rev. 4 were developed in parallel, there may be some differences between the two due to last minute revisions.

Serial No. 09-491A Page 2 of 5 DEK discussed adoption of TSTF-493 and submission of this supplemental information with the NRC staff at public meetings on January 15, 2009 (ADAMS Accession No. ML090080110) and May 21, 2009 (ADAMS Accession NO. ML091330025). During a teleconference between Mr. Victor Cusumano (NRC) and Mr. Robert Hanley (DEK) on September 9, 2009, it was agreed that the setpoint methodology for the applicable instrumentation channels would be submitted to the NRC by a supplement to DEK's Kewaunee LAR 249, "Kewaunee Power Station Conversion to Improved Technical Specifications."
Enclosed is Technical Report No. EE-0116, Revision 5, "Allowable Values for North Anna Improved Technical Specifications (ITS) Tables 3.3.1-1 and 3.3.2-1, Setting Limits for Surry Custom Technical Specifications (CTS), Sections 2.3 and 3.7, and Allowable Values for Kewaunee Power Station Improved Technical Specifications (ITS) Functions Listed In Specification 5.5.16," North Anna Power Station, Surry Power Station, and Kewaunee Power Station, Corpora'te Electrical/l&C/Computers, Dominion Nuclear Engineering, October 2009 (EE-01 16, Rev. 5). Technical Report EE-01 16 Rev. 5 provides the setpoint methodology associated with the applicable channel instruments.
For clarity, information contained in EE-01 16 which is solely associated with North Anna Power Station Units 1 and 2 or Surry Power Station Units 1 and 2 has been removed from the enclosed report because the NRC has previously approved these plant's methodologies (see, ADAMS, Accession No. ML021200265 and ML082250013).
Kewaunee's setpoints are derived using the same setpoint determination methodology.
Dominion continues to request approval of the proposed amendment and an implementation period as stated in Reference 1. In addition, the information contained in this supplement does not alter the no significant hazards consideration determination contained in Reference 1.
A copy of this supplement has been provided to the State of Wisconsin in accordance with 10 CFR 50.91(b).
