FEMA's Role vs. the NRC's

  • FEMA assesses the effectiveness of off site agencies' performance related to the simulated Oyster Creek emergency_
  • NRC inspects and assesses the licensee's (Exelon's) performance in implementing the its Emergency Plan in response to the simulated emergency_

  • Facilities Observed:

- CR Simulator: Crew made the initial classification, activated the licensee's response organization, and continued to diagnose and mitigate events throughout the exercise.

- asc: Planned and provided work teams and radiological protection to address and repair plant equipment problems.

  • Facilities Observed:

- TSC: Provided engineering and technical advice to diagnose and mitigate the emergency events; made later event classifications.

- EOF: Provided overall command and control, made later offsite notifications, performed dose projections, and interfaced with offsite agencies.

- JIC: Prepared and disseminated plant and event information to members of the media.

  • NRC Inspection Focus:

- Risk-significant activities of classification, notification, dose assessment, and protective action recommendation.

- Determine if the licensee had adequately corrected previously-identified EP drill weaknesses.

- Evaluate the licensee's process for critiquing their own exercise performance to ensure that they were able to identify performance and/or equipment issues.

NRC's Overall Preliminary Finding

  • The conduct of the exercise was adequate and supported compliance with the NRC's EP Cornerstone performance expectation:

Demonstration that reasonable assurance exists that Exelon can effectively implement the Oyster Creek Emergency Plan to adequately protect the public health and safety in the event of a radiological emergency at the site.
