OF THE STAFF'S REVIEW OF THE 2008 STEAM GENERATOR TUBE INSPECTIONS PERFORMED DURING REFUELING OUTAGE 14 (TAC NO. ME0121)

Dear Mr. Edington:

By letter dated October 28, 2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML083100123), as supplemented by letter dated July 16, 2009 (ADAMS Accession No. ML092020269), Arizona Public Service Company (the licensee) submitted information summarizing the results of the 2008 steam generator tUbe inspections at the Palo Verde Nuclear Generating Station (PVNGS), Unit 2, performed during the 14th refueling outage. In addition to these reports, the U.S. Nuclear Regulatory Commission (NRC) staff summarized information concerning these inspections in a letter dated August 5, 2008 (ADAMS Accession No. ML082170703).

The NRC staff has completed its review of these reports and concludes that the licensee provided the information required by PVNGS, Unit 2, Technical Specifications and that no additional follow-up is required at this time. STAFF EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO RESULTS OF 2008 STEAM GENERATOR TUBE INSPECTIONS PERFORMED DURING 14TH REFUELING OUTAGE ARIZONA PUBLIC SERVICE COMPANY, ET AL.

PALO VERDE NUCLEAR GENERATING STATION, UNIT 2 DOCKET NO. STN 50-529 By letter dated October 28, 2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML083100123), as supplemented by letter dated July 16,2009 (ADAMS Accession No. ML092020269), Arizona Public Service Company (the licensee),

submitted the results of its 2008 steam generator (SGs) tube inspections performed during refueling outage 14 at Palo Verde Nuclear Generating Station, Unit 2 (PVNGS 2). In addition to these reports, the U.S. Nuclear Regulatory Commission (NRC) staff summarized information concerning these inspections in a letter dated August 5, 2008 (ADAMS Accession No. ML082170703).

PVNGS 2 has two Combustion Engineering System 80 SGs. There are 12,580 thermally treated Alloy 690 tubes in each SG. The tubes have an outside diameter of 0.75 inches and a wall thickness of 0.042 inches. Ferritic stainless steel egg-crate tube supports, diagonal bars, and/or vertical straps support the tubes at various locations.

The licensee provided the scope, extent, methods, and results of its SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions, such as tube plugging, taken in response to the inspection findings. The tubes in both SGs (21 and 22) were inspected during this outage.

After reviewing the information provided by the licensee, the NRC staff has the following comments and observations:

The licensee plugged a total of 83 tubes in SG 21, and 90 tubes in SG 22. Most of these tubes were plugged as a result of wear at the batwings in tubes near the central stay cavity.

There are a number of tubes in SGs 21 and 22 that are not fully expanded into the tubesheet.

Wear has also been identified at the batwing location on the cold leg in tubes near the periphery (cold-leg corner).

Based on a review of the information provided, the NRC staff concludes that the licensee provided the information required by the technical specifications. In addition, the staff concludes that there are no technical issues that warrant follow-up action at this time, since the inspections Enclosure

- 2 appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
