ISSUANCE OF SNM LICENSE TO KERR-McGEE OIL INDUSTRIES, INC.
CIMARRON FACILITY DOCKET NO.70-925 DML:DFH In a memorandum dated April 30, 1965, from the Director of Compliance to the Director of Regulation, the policy was established for conducting pre-licensing inspections for facilities involving "out of reactor" criticality potential.
The purpose of the policy was to ascertain by physical inspections that proposed activities involving "out of reactor" criticality potential could be conducted in a safe manner.
The policy required, among other things:
- 1. The Division of Compliance to make sufficient inspections to ascertain that equipment, organization, and procedures of the applicant are in accord with his license application; and
- 2.
DML to fully consider in its licensing procedure, CO findings and evaluations during the pre-licensing inspections prior to issuing a license for operation of the facilities.
The subject applicant has requested a SNM license to authorize activities to include high enriched conversion of UF6 to various compounds (Area A),
pelletizing (Area B),
low enriched conversion of UF6 to various compounds (Area C),
scrap recovery (Area D) and Jo2w enriched conversion and metal reduction (Area F).
The applicant has provided sufficient and adequate information to permit a determination that a SNM license should be issued to authorize activities in Areas A, B and C.
Additional information has been requested regarding proposed activities in Areas D and F.
In the meantime, the applicant has requested a SNM license for activities in Areas A, B and C.
As a result of three pre-licensing inspections, it has been determined by the Division of Compliance that the proposed equipment, organization, and procedures, etc., insofar as Areas-A, B and C are concerned, are in accord with the applicant's application except that some equipment has not, as yet, been installed.
The majority of equipment that has not been installed is duplicate equipment of that already installed.
The installation of this equipment will affect the production capacity of the applicant but will not effectively change or influence overall nuclear safety.

Files NOV 1 1965 In view of the foregoing, and in view of the fact that the applic*ant has several years experience in similar activities to those proposed in Areas A, Band&Cit-is hereby determined -that-the applicant-has sufficient equipment installed in accordance with the procedures and representations provided in his application and possesses sufficient administrative and technical competency to provide reasonable assurance that his activities will be conducted in a safe manner.
It is further determined that a SNM license-should be issued to authorize the proposed activities in Areas A, B and C.
The equipment that has not been installed will, of course, be checked by the Division of Compliance during their routinequarterly inspections of the facility,(pursuantto the Inspection Guide) and during prelicense inspections of Areas D and F which are not now complete.'
