NUCLEAR MATERIAL to a CARRIER FOR TRANSPORT Pursuant to the Atomic Energy Act of 1954 and Title 10, Code of Federal Reguilat.ions,"Chapter 1, Part 70, and Part 71, the following amendment to the special nuclear material license identified below is hereby issued, authorizing the licensee to deliver special nuclear material to a carrier for transport, and is subject to the conditions specified in that license and to the conditions specified below*

Description:==
Five 10-inch pipes supported by steel framework in a planar array, in accordance with the details shown on Kerr-McGee Drawing No. NPD-I-528, and subject to the following modifications:
(i)
-When used for high density U02 pellets when the U-235 enrichment exceeds 2.6 w/o, each containment vessel shall be modified'by inserting an 81-inch length of 8-inch schedule 20 steel pipe into the 10-inch schedule 40 pipe.
(ii)
Flange bolts shall be of the high strength series instead of regular series as shown in note 2 of Drawing No.
NPD*l-528 (iii)
Four additional bolts (2 each side) shall be added to the lower half of'the connector plate in the web section of the channel.

A 3/4" x 7" x 12" plate shall be bolted across the top of the. 15" channel frame and connector plate and a total of twelve 7/8" bolts shall be used to hold the plate to the flanges at each joint.
(b)
Contents (1) Type and form of material (i)
UO2 (6% maximum U-235 enrichment) in a dry bulk powder form (maximum density of 3.2 g U/cc) with the degree of moderation limited by the water content of the U02 not to exceed 0.5 w/o.
(ii)
U02 (6% maximum U-235 enrichment) as high density pellets with the degree of moderation limited by the water content of the UO pellets not to exceed 0.5 w/o.

Maximum quantity of material per package:
(i)
For UO2 powder:
450 pounds U02 per containment vessel and 2250 pounds U02 per module.
(ii)
For U02 pellets including weight of steel inserts and product containers:
500 pounds per containment vessel and 2500 pounds per module.
(c)
Fissile Class:
III (1) Maximum number of packages per shipment for Class III:
Three modules fastened together in a planar array with connectors specified in Drawing NPD-I-528.

U02 powder shall be packaged in product drums of approximately 9 1/2" diameter by 8 3/4" with an overlapping cover sealed with a suitable tape prior to loading in the containment vessels.
- 7.
Analytical verification of the moisture content of the U02 powder and pellet product shall be made prior toading.

The flange bolt torque shall be a minimum of 220 ft-lbs.

Container gaskets shall be inspected prior to use.,
- 10. This amendment supersedes in its entirety Amendment No.
71-1 to SNM-928, dated August 29, 1966.
