Question on EPU
- Steve, The Reactor System Branch has come up with the following questions with regard to your Extended Power Uprate and its relation with the Spent Fuel Pool Criticality amendment request. As this may become an acceptance review question for the EPU, we would like to have a call to discuss these questions.
This e-mail aims solely to prepare you and others for the proposed conference call. It does not convey a formal NRC staff position, and it does not formally request for additional information.

DRAFT
- 1) The TS has no loading curves so the staff assumes that the licensee's current analysis is based on fresh fuel assumption (i.e., no burnup credit). Please confirm this assumption with the licensee.
- 2) Will EPU operation conform to the IFBA requirements or use fuel enrichment less than 4.6 w/o per the current TS?
As a side note, I noticed that licensee has a storage requirement in their EPU application that is not in their TS (statement shown below).
"Administrative controls are used to ensure that fuel stored in the new fuel storage racks complies with the requirements of the criticality analyses described in FSAR Section 9.4.2, Fuel Handling System, System Design and Operation, including the use of a 3 out of 4 checkerboard arrangement when required."
