By letter dated December 10, 2003, Carolina Power and Light Company, also known as Progress Energy Carolinas, Inc., committed to submit for review and approval an inspection plan for the Pressurized Water Reactor (PWR) Vessel Internals Program, as it will be implemented from participation in industry initiatives, 24 months prior to the augmented inspection. The enclosed WCAP-17077-NP, PWR Vessel Internals Program Plan for Aging Management of Reactor Internals at Robinson Nuclear Plant, Revision 0, July 2009, is provided to satisfy this commitment.
This plan is being submitted 24-months prior to the scheduled start of Refueling Outage (RO) 27, which is when the bulk of the program will begin. Note that a small part of the program, the inspection of the guide cards of the control rod drive guide tubes, originally scheduled for 2013, is currently planned to be performed during RO-26, which begins in April 2010, and is prior to the period of extended operation that begins in August 2010. This aspect is scheduled early to take advantage of the access to the guide cards that will be possible during the guide tube support (split) pin replacement scheduled for RO-26. This will reduce the dose and time that would be required for this inspection if performed in a future outage. If you have any questions concerning this matter, please contact me at (843) 857-1626.
