RESPONSE TO THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS REPORT ON THE SAFETY ASPECTS OF THE LICENSE RENEWAL APPLICATION FOR THE BEAVER VALLEY POWER STATION, UNITS 1 AND 2

Dear Dr. Bonaca:

During the 565th meeting of the Advisory Committee on Reactor Safeguards (ACRS or the Committee) held September 10-12, 2009, the Committee completed its review of the license renewal application for the Beaver Valley Power Station, Units 1 and 2, and the associated final safety evaluation report prepared by the U.S. Nuclear Regulatory Commission (NRC). In the Committees final report, dated September 16, 2009, the Committee recommends renewal of the Beaver Valley Power Station, Units 1 and 2, operating license. The NRC staff appreciates the Committees expeditious review of the plants license renewal application and the associated final safety evaluation report.

As you mentioned in your report, dated September 16, 2009, the staff is reviewing the impact of the containment liner corrosion on the current licensing basis of the plant. The staff has initiated the following actions and expects to be ready to discuss these actions at an upcoming ACRS meeting as early as July 2010:

Staff is making changes to Inspection Procedure (IP) 71111.20, Refueling and Outage Activities Baseline Inspection Procedure, to notify inspectors that containments should be inspected as soon as practicable after shutdown, and to be certain to check for items that may be indicative of containment liner corrosion.

Staff is evaluating the need for issuing a supplement to Information Notice (IN) 2004-09, Corrosion of Steel Containment and Containment Liner, to holders of operating licenses or construction permits to review the Beaver Valley Power Station, Unit 1 operating experience for applicability to their facilities and consider actions, as appropriate.

Staff and industry members submitted a new agenda item in the last American Society of Mechanical Engineers (ASME) Subsection IWE meeting to identify early detection methods for liner plate degradation.

The Office of Nuclear Reactor Regulation is requesting the Office of Nuclear Regulatory Research investigate the mechanism responsible for through-wall corrosion of containment liners.

The staff recognizes the Committees commitment to safety and appreciates its continued support of the license renewal process.
