BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3; SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2; WATTS BAR NUCLEAR PLANT, UNIT 1 AND 2; AND BELLEFONTE NUCLEAR PLANT, UNITS 1 AND 2 - SUBMISSION OF REVISION 20 TO TENNESSEE VALLEY AUTHORITY NUCLEAR QUALITY ASSURANCE PLAN (TVA-NQA-PLNS9-A) (TAC NOS. ME1020 AND ME1021)
Dear Mr. Bhatnagar:
By letter dated March 13, 2009, the Tennessee Valley Authority (TVA) submitted to the U.S. Nuclear Regulatory Commission (NRC) staff, Revision 20 of TVAs Nuclear Quality Assurance (NQA) Plan which covers both the operating plants and those under construction permits (CPs). The NRC staff has reviewed the information and agrees with TVA that pursuant to Title 10, Code of Federal Regulations (10 CFR) Section 50.54(a)(3), the changes do not constitute a reduction in commitment. The changes involve activities to be conducted at the Bellefonte Nuclear Plant, Units 1 and 2, which is presently in terminated plant status as described in Section III.B, "Terminated Plant," of the Commission's Policy Statement on Deferred Plants. The NRC staff re-emphasizes that TVA has the responsibility to ensure compliance with Section III.A, Deferred Plant, as it transitions toward and achieves deferred plant status.
Specifically,Section III.A.3, Maintenance, Preservation, and Documentation of Equipment, of the Commissions policy, requires satisfactory implementation of TVAs NQA Plan in accordance with Appendix B to 10 CFR Part 50, to monitor construction activities of the facility and focuses on CP holders verifying and maintaining adequate records. Another key attribute to ensuring a smooth transition to deferred plant status will be an adequate corrective action process so that problems can be identified, tracked and placed in TVAs corrective action program. Additionally, TVA must also comply with other quality requirements for example, 10 CFR 50.55(e) for the reporting of deficiencies in design, construction, quality assurance, etc.;
10 CFR 50.55(f) for CPs; 10 CFR 50.71 for records maintenance; and 10 CFR Part 21 for reporting of defects and noncompliances.
