Acceptance of Relief RequestsAssociated with the Third Inservice Testing Interval (TAC No.s ME1546, ME1705, and ME1709).

Mr. Mathews:

By letter dated June 16, 2009, Clinton Power Station, Unit 1 (CPS) submitted three relief requests for the CPS. The proposed relief requests would incorporate the use of American Society of Mechanical Engineers (ASME) Code Case OMN-1, Revision ! for the testing of active, non-skid mounted, ASME Class 1, 2, and 3 motor-operated valves (MOVs) in the CPS MOV testing program, extend the 5-year IST interval to a 6.5-year IST interval for the 16 safety related valves at CPS, and incorporate the use of an alternate method for waterleg pump testing. The purpose of this letter is to provide the results of the U.S.

Nuclear Regulatory Commission (NRC) staff=s acceptance review of this relief request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review of the proposed alternative and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
