Dear Senator Boxer,
On March 4, 2009, Elmo E. Collins, the Regional Administrator of the United States Nuclear Regulatory Commission (NRC), sent an Annual Assessment Letter for the San Onofre Nuclear Generating Station to Southern California Edison-Senior Vice President and Chief Nuclear Officer Ross T. Ridenoure. The letter raises questions about the-replacement of steam generators in each dome with 28 foot by 28 foot holes to be cut in the domes.
The Annual Assessment Letter includes the following statement:
"Although 'SONGS Units 2 and 3 operated in a manner that preserved public health and
-§dfety~and fully met all cornerstone objectives, the NRC is concerned that continuing performance problems are not being effectively addressed. The Midcycle Assessment of SONGS was the second assessment cycle where substantive cross-cutting issues were identified in human performance and problem identification and resolution. As a result, the NRC is requesting you perform specific actions described later in this letter. Additionally, the NRC plans to perform additional inspection activities to assess your effectiveness in addressing these performance deficiencies."
The scheduled replacement of the steam generators is proposed at a time when the NRC has identified an ongoing concern. What oversight role, if any, will the NRC play during the replacement of the steam generators? What permits are required? Have other reactors had holes cut in their domes? Will-the work be done on both domes at the same time, and If so, how Iong vii energy production at the site be interrupted?
The safety of the public and the reliability of this important plant providing power to the grid requires immediate attention. It is my understanding that the work is proposed for the fall of 2009.
