By letter to the U.S. Nuclear Regulatory Commission (NRC) dated April 23,2009, Southern Nuclear Operating Company, Inc. (SNC), submitted relief request VEGP-ISI-RR-01 which requests relief from performing strand testing on Vogtle Unit 2 containment tendons, applicable for the 3rd inservice inspection interval. The NRC staff has reviewed your application and finds that additional information is needed to complete its review.
The NRC staff's request for additional information (RAI) is enclosed. This RAI was discussed your staff on July 24, 2009. Please provide a response within thirty (30) days of the date of this letter.

Southern Nuclear Operating Company, Inc. (SNC), submitted relief request (RR)
VEGP-ISI-RR-01 which requests relief from performing strand testing on Vogtle Unit 2 containment tendons, applicable for the 3rd inservice inspection interval. The NRC staff has reviewed your application and finds that the following additional information is needed to complete its review:
The RR VEGP-ISI-RR-01, cites as precedent, RR-L-3, which was previously authorized for the first 1O-year containment inservice inspection (lSI) interval for Vogtle Unit 2, by NRC safety evaluation dated June 16, 2000 (ADAMS Accession No. ML003724175). The NRC staff finds that the proposed alternative in RR VEGP-ISI-RR-01 is not consistent with that previously authorized. The RR-L-3 was authorized based on the proposed alternative that during lift-off testing of Unit 2, one sample tendon on Unit 1 would be detensioned, a wire or strand removed, examined, and tested in accordance with IWL-2523 and credited for Unit 2. The alternative also stated that the type of tendon detensioned and strand tested would be alternated between hoop and inverted-U tendons. The proposed alternative in the current RR VEGP-ISI-RR-01 simply states that the strands selected during lift-off testing of Unit 1 will be credited for Unit 2 and is based on the modified tendon examination schedule in IWL-2421 for sites with multiple plants.
VEGP-ISI-RR-01 implies that the Unit 1 strands tested during Unit 1 lift-off testing, which could be performed several years prior to the corresponding Unit 2 lift-off testing, would be credited and considered representative of the material condition of Unit 2 tendon strands at the time of the Unit 2 lift-off testing. The NRC staff finds that strand testing performed on Unit 1 tendons is not representative of the material condition of the Unit 2 tendons at the time of lift-off testing of Unit 2 if the Unit 1 strand testing is not performed approximately at the same time as the lift-off testing on Unit 2.
RAI The licensee is requested to provide a detailed explanation and justification of how the "Proposed Alternative and Basis for Use" stated in RR VEGP-ISI-RR-01 ensures that the Unit 1 strand testing that is credited for Unit 2 is representative of the material condition of the Unit 2 tendons at the time of Unit 2 lift-off testing. Also, the NRC staff requests the licensee to provide the dates of the most recent tendon lift-off testing performed for Unit 1 and Unit 2; and the approximate schedule for tendon lift-off testing for Unit 1 and Unit 2 for the duration of the third 10-year lSI interval (5/31/2007 - 513012017), for which the relief is requested.
