Oconee Nuclear Station (ONS), Units 1, 2, & 3 Docket Nos. 50-269, 50-270, & 50-287 NRC Generic Letter 2004-02 "Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized Water Reactors" On September 13, 2004, the Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized Water Reactors." The GL requested that all pressurized-water reactor (PWR) licensees (1) evaluate the adequacy of the emergency sump recirculation function with respect to potentially adverse effects associated with post-accident debris, and (2) implement any plant modifications determined to be necessary.
During the course of evaluating the adequacy of ONS' Emergency Core Cooling Systems (ECCS) and Building Spray (BS) Systems with respect to Generic Safety Issue 191 (GSI-191),
ONS identified corrective actions necessary to resolve all NRC concerns. Some of those corrective actions were identified as commitments in Duke letter dated September 1, 2005, and updated by letter of June 28, 2006. Other commitments were identified in Duke letter dated December 19, 2007. Three additional corrective actions were identified during final reviews of the GL response that were not included in previous Duke correspondence to NRC. Those corrective actions were provided as additional commitments in Duke's letter dated February 29, 2008.
One of the commitments in Duke's letter dated February 29, 2008, stated that Oconee would address the NRC's "draft" comments on WCAP 16793-NP Rev. 0 within 90 days of receipt of "final" NRC comments. The NRC has been working through NEI to resolve outstanding concerns with the WCAP. Duke has been advised by the Staff to revise the existing commitment to review and respond to changes in WCAP 16793-NP as reflected in Rev. 1, which is expected to be issued to the industry later this year. The NRC expects to issue their Safety Evaluation (SE) by February, 2010. Oconee therefore agrees to address those changes within 90 days of receipt of the NRC's SE for the revised WCAP, as reflected in Enclosure 1.
