Part 54 Question Section 54.21 Contents of application--technical information 54.21(b) CLB changes during NRC review of the application. Each year following submittal of the license renewal application and at least 3 months before scheduled completion of the NRC review, an amendment to the renewal application must be submitted that identifies any change to the CLB of the facility that materially affects the contents of the license renewal application, including the FSAR supplement.

In the above context, it says "Each year following submittal ... and at least 3 months before scheduled completion of the NRC review..." For OC, NRR, ACRS, and ASLB have all reviewed the LRA and recommended approval. Does that mean that the "NRC has completed its review," and hence, AmerGen does not have to submit either an annual update, or an update "at least 3 months" ??
