License Renewal Regulatory Audit Plan Duane Arnold Energy Center
1. Background
By letter dated, September 30, 2008, FPL Energy Duane Arnold, LLC, submitted to the U.S. Nuclear Regulatory Commission (NRC) its application for renewal of Operating License No. DPR-49 for the Duane Arnold Energy Center (DAEC). This NRCs staffs audit is to identify pertinent environmental data, review the site facility and area, and obtain clarifications regarding information that was provided in the applicants Environmental Report that was submitted as part of its application to the NRC.
- 2. Regulatory Audit Bases License renewal requirements are specified in Title 10 of the Code of Federal Regulations (CFR), Part 51 (10 CFR Part 51), Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions and the review guidance provided in NUREG-1555, Environmental Standard Review Plan: Standard Review Plans for Environmental Reviews for Nuclear Power Plants.
- 3. Regulatory Audit Scope The scope of this regulatory audit for the Duane Arnold Energy Center, are those plant facility and related components and environmental resources that must be adequately described and evaluated in the Environmental Impact Statement (EIS) for the license renewal application.
Specifically, the scope of this audit will focus on identifying and reviewing the data listed in the Duane Arnold Energy Center Regulatory Audit Needs List.
- 4. Information and Other Material Necessary for the Regulatory Audit The project team should review the License Renewal Application, and other supporting permits, and other pertinent studies and information that may need to be cited or described in the EIS for the license renewal application.
- 5. Tentative Team Assignments Area of Review Assigned Auditor The regulatory audit team members and their specific discipline assignments are shown in Table 1. Additional details are shown in the attached Regulatory Audit Plan.

- 6. Logistics The regulatory audit will be conducted at the Duane Arnold Energy Center from June 15, 2009 until June 18, 2009. Entrance and exit briefings should be held at the beginning and end of this audit, respectively.
- 7. Special Requests The staff requests the applicant discuss and make available data identified in the Duane Arnold Energy Center Regulatory Audit Need List, including attending interviews and performing tours which allow the staff to visit facilities and sites, and ask questions identified in the attached Regulatory Audit Plan.
- 8. Deliverables A report should be issued to the applicant within 90 days from the end of the regulatory audit.
