By SECY-09-0027 Entergy'S Petition for Interlocutory Review of Licensing Board'S 12/18/08 Memo & O|letter dated March 5, 2009]], (Agencywide Documents Access and Management System (ADAMS) Accession No. ML090760649), as supplemented by letter dated April 17, 2009, ADAMS Accession No. ML091180475, Entergy Nuclear Operations, Inc., (Entergy), the licensee for Indian Point Nuclear Generating Unit No.2 (IP2), submitted a license amendment request for Technical Specification (TS) changes regarding reactor vessel pressure-temperature (P-T) limits and low temperature overpressure protection (LTOP) setpoints for IP2. The proposed TS changes will replace the current P-T limits and LTOP setpoints for 25 effective full-power years (EFPY) of reactor operation with the proposed P-T limits and LTOP setpoints for 29 EFPY.
The Nuclear Regulatory Commission staff is reviewing the submittal and has determined that additional information is needed to complete its review. The specific questions are found in the enclosed request for additional information (RAI). On May 27,2009, the Entergy staff indicated that a response to the RAI would be provided within 30 days of the date of this letter.

In Table 2-3, the vessel inlet (T-cold) operating temperatures are provided through cycle 8. Provide T-cold values through the most recent cycle for IP2, IP3, and H.B.
Robinson Unit 2. Confirm that the average values in Table 2-3 are still applicable. or provide updated values.

Figures 5.1 through 5.4, Appendix A and Appendix B do not identify or include instrumentation uncertainties. Provide values for the instrumentation uncertainties and revise Figures 5.1 through 5.4, Appendix A, and Appendix B to include instrumentation uncertainties, or explain how instrumentation uncertainties are otherwise accounted for in operation.
