REQUEST FOR FEDERAL EMERGENCY MANAGEMENT AGENCY REVIEW OF A COMBINED LICENSE APPLICATION FROM FLORIDA POWER AND LIGHT FOR TWO NEW REACTOR UNITS AT THE TURKEY POINT SITE

Dear Ms. Quinn:

Florida Power and Light (applicant) is expected to submit a combined license (COL) application to the Nuclear Regulatory Commission (NRC) on June 30th, 2009 for two new reactor units at the existing Turkey Point site.

At this time we are establishing the acceptance review schedule. It is anticipated that the NRC will provide the applicable application material to FEMA on or before July 9, 2009.

We are requesting that FEMA perform an acceptance review of the application materials, focusing on offsite emergency planning information, and provide to the NRC by July 29, 2009, a statement as to the applications completeness and technical adequacy for docketing. Please let us know whether FEMA can meet this date provided the materials are received no later than July 9, 2009. The acceptance review should document that the offsite emergency planning information submitted by the applicant is sufficiently complete in content and depth such that the detailed review can be performed subject to possible requests for additional information (RAI),

in support of preparing the required safety evaluation report. If the application materials are not complete and/or technically sufficient, then an explanation of what is missing or needed to resolve the concerns should be provided, as soon as the concern is identified.
