turnover items Marsha, Key issues this past week (and upcoming weeks) included:

Outside of the scope 2: Oyster Creek License Renewal Commitment Inspection Exit on 12/23 A. We exited with licensee mgmt (Tim Rausch, Site VP; Mike Gallagher, Dir. Lic. Rnwl; Jhansi Kandasamy, Lic. Mgr., etc.)

B. State listened in (Jill Lipoti, and the two state reps who accompanied the inspection).

C. I provided overview of regulatory backdrop (i.e., unique OC situation with licensing decision not yet made and observations in the inspection related to drywell proposed commitments).

D. State raised concern that there was more information conveyed in the exit (related to all of the observations made during the outage) than what had been conveyed in either our PN or board notification (or the licensee's) back in November. Lipoti was concerned that these are "relevant and material" to the current licensing proceedings and that parties have a right to know.

E. I addressed her concerns (after consulation with OGC) by the following: 1) we stand by our decision to include the information we did based on our judgement; 2) we will review any additional options and decide whether further communications are warranted from a public confidence standpoint (Rich has action for developing plan); Sam and Marc have been briefed.
