COMPLETION OF ACCEPTANCE REVIEW OF LICENSE AMENDMENT REQUESTS
Dear Mr. Peecook:
The purpose of this letter is to inform you of the completion of the U.S. Nuclear Regulatory Commission (NRC) acceptance review of the National Aeronautics and Space Administration (NASA) license amendment requests, dated January 9, 2009 (ML090140338). The proposed amendments will add a condition to each license requiring NASA to assess the residual activity and demonstrate that the stream bed and banks of Plum Brook between the boundary of Plum Brook Station and Sandusky Bay meet the license termination criteria specified in 10 CFR 20.1402 for unrestricted use prior to terminating Licenses TR-3 and R-93.
In acknowledgement of NASAs planned submittal of additional information in support of this license amendment, NRC deferred its acceptance review pending receipt of the additional information. On March 20, 2009, NASA submitted its Plum Brook Radiological Characterization and Dose Pathway Analyses reports (ML090900743), and referenced related submittals on the sampling and characterization data from Plum Brook. NRC initiated its acceptance review upon receipt of this information.
On April 15, 2009, the NRC staff completed its acceptance review. Based on this review, the staff concluded that the information submitted in support of the amendment requests was sufficient to warrant a technical review. If additional information is needed to complete its technical review, the staff will transmit a request for additional information.
