Oyster Creek Outage Inspection of License Renewal Commitments Diane, per our discussion this morning, I understand no comm plan is needed (or desired) regarding the upcoming OC outage license renewal (LR) inspection.

Below is a summary overview of our planned inspection activities, to verify AmerGen's implementation of LR commitments. DRS will implement the outage portion of IP 71003. The inspection is scheduled for 1-week, using 3 inspectors. The inspection may run into a second week, depending on outage work schedules. The non-outage portion of IP 71003 is a Team inspection (TL + 4), and is currently scheduled for March 2009.

OC Outage Inspection of License Renewal Commitments This is not a complete list, and some bullets have many separate inspection tasks.

  • Verify AmerGen's drywell liner (steel shell) thickness verifications

" Independently verify & evaluate conditions (i.e., water accumulation) in the two floor trenches inside the drywell

  • Independently verify & evaluate whether any water leakage is occurring on the outside of the drywell liner, in the sandbed regions. In the past, when the reactor refuel cavity was flooded, water leaked past the cavity seal and onto the outside of the drywell liner.

" Verify selected samples of AmerGen's electrical testing of inaccessible medium voltage cables

  • Verify AmerGen's inspection of electrical cables inside the drywell (adverse localized environment), for indications of accelerated insulation aging e Verify AmerGen's inspection & testing of an isolation condenser, for stress corrosion cracking, or pitting corrosion
  • Verify AmerGen's structural inspection and evaluation of emergency service water intake structure & piping, including below the water line
  • Verify selected samples of AmerGen's 1-time inspections, to verify assumptions in their LR Application that no adverse aging effects exist (i.e., verifies that no aging management program is needed)
