ACCEPTANCE REIVEW RESULTS FOR QUAD CITIES NUCLEAR POWER STATION UNITS 1 AND 2 RELIEF REQUEST 14R-17 Mr. J. Shrage:

By letter dated March 2, 2009, Exelon Generation Company, LLC, submitted a request for relief for Quad Cities Nuclear Power Station (QCNPS), Units 1 and 2 (ADAMS Accession No. ML090620369). The proposed relief would implement an alternative from American Society of Mechanical Engineers (ASME) Code,Section XI, Table IWB-2500-1, Examination Category B-D, Full Penetration Welded Nozzles in Vessels - Inspection Program B, to allow reduced percentage requirements for Nozzle-to-Vessel Weld and Inner Radius Examinations at QCNPS, Units 1 and 2. The purpose of this email is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff=s acceptance review of this request for relief. The acceptance review was performed using the guidance in NRC Office Instruction LIC-109 to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with Section 50.55a(a)(3)(i) of Title 10 of the Code of Federal Regulations (10 CFR),

licensees must demonstrate that the proposed alternative from the ASME Code would provide an acceptable level of quality and safety.

The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed alternative in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
