Dear Mr. Buckley,

Inrespects to comments requested for your PSDAR as noted in the Federal Register Vol. 74, No. 17 dated January 28, 2009, I would strongly recommend that this historical vessel be donated to the American Merchant Marine Museum ( "AMMM") located at the U.S. Merchant Marine Academy at Kings Point, New York.

I would further recommend that the vessel be permanently moored along side the Academy's waterfront in similar fashion that the PIV Queen Mary is moored in Long Beach In this way, the artifacts presently in the AMMM could be transferred to and displayed on board the NIV Savannah in "Bristol Fashion "

I I have read the Characterization Survey, the Draft Environmental Assessment, Section; 106/110, 4(f),

the PSDAR and twice visited NS Savannah, once in 1965 and in 2008. It is my humble l conclusion I

that the NRC, by working with MARAD the Executive Branch and US Congress can bequeath a I

i fantastic technological inheritance to current and future generations and at a much reduced cost. I I

think that Appendix C "Alternatives for Discussion" contains a preferable and feasible ~ction for I

discharging the possession only license NS 1. Specifically, an approach under C.1., 2. 'or C.3. with I

I the CA. Option; I

I Retain the RPV and internals: grout the interior to provide biological shielding and to I

stabilize loose components inside the RPV.

It is important to recognize that even though NS Savannah has so much to offer our citizens through I,

its history, naval architectural beauty and service to the US and the world, when a visitor goes aboard her and le~rns what powered her, it would be the high point of the tour to see the nUcleiar power plant i

up close! This can be done safely given the very low level and limited exposure to radioactivity. It should and can be done with proper public information that a layman can comprehend.1 This action I agree and believe supports the "final objective, or prerequisite, to a preservation approach for the I

Savannah is to define the scope of public visitation within the preserved portions of the,nuclear power I

plant. " There is nothing like seeing the real thing! How many nuclear reactors, naval o'r other wise do I

people get to see? It would be of great educational value combined with the rest of what the ship, her crew and her historical service experience has to tell us.
