Post-Shutdown Decommissioning Activities Report

Purpose:

  • Discuss the NRC Decommissioning Process 2
  • Discuss the NRC Inspection Process
  • Discuss the Post Shutdown Decommissioning Activities Report (PSDAR) for the NS Savannah
  • Hear public comments

NRC Decommissioning Process

  • Permanently cease operations
  • Certify permanent cessation of operations 3
  • Certify fuel removed from reactor
  • Submit PSDAR (within 2 years)
  • SAFSTOR and/or plant decommissioning
  • Application for license termination (LTP)
  • License termination

PSDAR Requirements

- planned decommissioning activities

- decommissioning schedule

- cost estimate for the decommissioning, and

- environmental impacts of decommissioning

PSDAR Review Process

  • NRC notices receipt of PSDAR &

requests public comments C

  • NRC schedules PSDAR public meeting
  • NRC considers public comments
  • PSDAR does not require NRC approval

PSDAR Review Criteria

  • Decom can be completed as described
  • Decom can be completed within 60 years 6
  • Decom can be completed for the estimated cost
  • Decom activities do not endanger public health and safety or the environment

Decommissioning Activities

  • Decom can not be performed within 90 days of PSDAR
  • Decom cannot preclude unrestricted release of 7
  • Decom cannot preclude unrestricted release of site
  • Decom cannot result in significant environmental impacts not previously evaluated
  • Decom cannot result in sufficient funds not being available for decommissioning

Conclusion

  • NRC received a PSDAR for the Nuclear Ship Savannah on December 11, 2008 C

  • Although NRC is not required to approve the PSDAR by regulation, NRC will review the PSDAR
  • NRC will consider the public comments in its review of the NS Savannah PSDAR
