NORTH ANNA POWER STATION UNITS 1 AND 2 WITHDRAWAL OF PROPOSED LICENSE AMENDMENT REQUEST IS 3.7.12 - ECCS PUMP ROOM EXHAUST AIR CLEANUP SYSTEM (PREACSl

~DDITION OF CONDITIONS/ACTION STATEMENTS In a January 15, 2009 letter (Serial No.09-034), Dominion requested amendments, in the form of changes to the Technical Specifications to Facility Operating License Numbers NPF-4 and NPF-7 for North Anna Power Station Units 1 and 2, respectively.

The proposed changes would have added new Conditions Band C with associated Action Statements and Completion Times to TS 3.7.12. The proposed changes specifically addressed the filtration function of ECCS PREACS consistent with the associated design and licensing basis accident analysis assumptions.

In a February 18, 2009 phone call, the NRC staff informed Dominion that the submittal required additional information and clarification for the NRC to complete their review.

The following information was identified by the NRC as additional information that would be needed for the NRC review of the proposed amendments:

  • docketed references to supporting dose calculations,
  • use of dose calculation values in determining Technical Specification Actions,
  • plant surveillance requirements for ECCS leakage,
  • reference material for pump seal performance during accident conditions,
  • risk insights, and expanded deterministic justification of the requested Completion Times.

Although most of the requested information that was identified by the staff could be provided in a timely fashion, the NRC staff's request associated with the proposed eo-day Completion Time appears to be a potential policy issue since the proposed Completion Time is not consistent with existing Completion Times in the Standard Improved Technical Specifications. Therefore, in a subsequent February 19, 2009 phone call with the NRC staff, Dominion proposed to withdraw the requested amendment, pending revision and re-submittal.

Serial No.09-142 Docket Nos. 50-338/339 EGGS PREAGS Page 2 of 3 Dominion hereby withdraws the proposed license amendment request submitted on January 15, 2009 that would have created new conditions, Actions Statements and Completion Times associated with the filtration function of the PREACS. The PREACS is a shared system at North Anna. As such, any filtration issue can potentially affect both units and require a dual unit shutdown. Therefore, Dominion plans to reassess the proposed Completion Times and resubmit an amendment request that addresses the identified NRC concerns. Prior to resubmitting a revised amendment request, Dominion will request a pre-submittal phone call or meeting to discuss the proposed submittal.
