Dear Sir:

The U.S. Environmental Protection Agency (EPA) reviewed the subject Final Generic Supplemental Environmental Impact Statement (FGSEIS) pursuant to Section 102(2)(C) of the NationailiEnvirtonnientdl"Pilicy'Ac (NE'PA), and Section 309 of.theeClean Air Act.- The purpose purpose of thi~S ttei~eis to informiyou of theresults of our review: ""

Southern:Nuclear Operating Company, Inc. (SNC) submitted an application to.renew the Operating:Lcenses:(OLs) for the vbgtieElectric Generating'Plant (VEG)Units1and 2fdr an additional 20 years. The' proposed ýactiori.-i(license renewal) would provide for continued operation and maintenance of'existirigfacilities and transmission lines. The facility uses water from the Savannafah River for plant cooling, and discharges wastewater into the'Savannah River Via a discharge structure 500 feet downstream from the intake.

VEGP' has a NPDES pe'rniit issued by the GA EPD. The NPDES Permit limits specific pollutant discharges from the plant, requires monitoring of discharges, and regulates the flow and thermal impacts of discharges. The NPDES permittee has operated and is operating in compliance with the NPDES permit requirements.

We appreciate your responses to our DGSEIS comments, which were included in Appendix A of the FGSEIS. Based on EPA's review of the FGSEIS, some environmental concerns remain. Specifically, protecting the environment involves the bontinuing need for appropriatestorage and ultimate disposition of radioactive wastes generated on-sit6, as well as continuing meas 6res to reduce entraiaiment, df eggs and larvae due' to surface water Withdirawals.

We note. that in th e'Waste.C6nfidence Rul& (10CFR 5'123)X thie Commission gefierficcally determined that the spent fuel generated by any reactor can be safely stored onsite for at least 30 years bb}idthe licensed Operating'life of tieie act6o. Ultimately, long-term radioactive waste i on w transportation fWastes to a permlted repository site.
