H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT 1\\10. 2 - EXTENSION OF IMPLEMENTATION PERIOD OF AMENDMENT NUMBER 219, REGARDING THE INCORPORATION OF TECHNICAL SPECIFICATION TASK FORCE (TSTF) STANDARD TS CHANGE TRAVELER, TSTF-448, REVISION 3, "CONTROL ROOM HABITABILITY" (TAC NO. MD6117)
Dear Mr. Walt:
The U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 219, dated July 23, 2008, to Renewed Facility Operating License No. DPR-23, for the H.B. Robinson Steam Electric Plant, Unit NO.2. This amendment consists of changes to the Technical Specifications (TSs) in response to the Carolina Power & Light Company (the licensee) application dated July 17,2007, as supplemented by letters dated November 9,2007, and April 1, 2008. The amendment establishes more effective and appropriate action, surveillance, and administrative requirements related to ensuring the habitability of the control room envelope in accordance with the NRC-approved TSTF-448, Revision 3. This TS improvement was made available in the Federal Register (FR) by the NRC on January 17, 2007 (72 FR 2022).
Hlis license amendment was effective as of its date of issuance with the approved changes to be implemented within 180 days from the date of issuance, which would be January 19, 2009.
By letter dated January 7,2009, Carolina Power &Light Company requested NRC approval to extend the implementation date of Amendment No. 219 to March 30, 2009. The letter stated that "implementation of this amendment has required the development of a new Control Room Envelope Habitability Program. The draft program was presented to the Operations Unit management in December 2008. It was determined that the changes were significant enough that effective implementation would require Licensed Operator Continuing Training (LOCT).
The next opportunity for LOCT is the training cycle scheduled for February 9, 2009, through March 13, 2009. It was therefore requested that the implementation date for Amendment No. 219 be extended to March 30, 2009, to allow completion of the LOCT for these changes."
