By letters dated July 31 and December 3,2008, Calvert Cliffs Nuclear Power Plant, Inc. (the licensee) submitted information pertaining to the 2008 steam generator tube inspections performed at Calvert Cliffs Nuclear Power Plant, Unit NO.1.

Based on a review of the material provided by the licensee, the Nuclear Regulatory Commission staff concludes that the licensee provided the information required by their technical speci'fications. In addition, the staff did not identify any issues that warrant additional follow-up at this time. The staff's review of the licensee's report is enclosed.

CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NO.1 DOCKET NO. 50-317 By letters dated July 31,2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML082130158) and December 3,2008 (ADAMS Accession No. ML083460010), Calvert Cliffs Nuclear Power Plant, Inc. (the licensee) submitted information pertaining to the 2008 steam generator (SG) tube inspections performed at the Calvert Cliffs Nuclear Power Plant, Unit NO.1.

Calvert Cliffs Unit NO.1 has two Babcock and Wilcox International (BWI) SGs with each containing 8471 tubes. The tubing material is thermally treated Alloy 690. The tubes have an outside diameter of 0.75 inches and a nominal wall thickness of 0.042 inches. The SGs have a triangular tube pitch arrangement with 1-inch spacing between tube centers. The tubes are hydraulically expanded over the entire depth of the tubesheet in both the hot-leg and cold-leg.

The tubesheet is 21.875 inches thick without the clad. The austentic stainless steel tubesheet cladding has a minimum thickness of 0.375 inches. The lattice grid tube support structures and the U-bend supports are made of 410 stainless steel. The smallest radii for the U-bend is 3.5 inches in Row 1. Rows 1-18 of the U-bend received stress relief treatment after bending.

The licensee provided the scope, extent, methods, and results of their SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (Le.,

tube plugging or repair) taken in response to the inspection findings.

Based on its review of the reports submitted, the Nuclear Regulatory Commission (NRC) staff has the following observations and comments:

  • SG 11 and SG 12 were replaced in 2002. As of the 2008 refueling outage, they have operated for 64.34 effective full-power months (EFPM) and approximately 43.21 EFPM in the 144 EFPM sequential period.
  • Fan bar wear (FBW) indications increased by approximately 2/3 since the last inspection. These indications, which are considered typical, are caused by thermal hydraulic conditions and tube-to-support clearances which can vary because of manufacturing tolerances. The through-wall extent of the FBW indications first reported in 2008 was generally shallower than those first reported in 2004. The growth rate of the indications identified during the 2004 inspections was small.

  • A pre-defined FBW susceptible region has been defined, in part, based on industry experience. This region primarily includes tubes with intermediate radii.
  • Rotating probe inspections were not performed at all locations where bobbin indications were reported near the fan bars. Although most indications near the fan bars may be a result of FBW, there has been operating experience where indications near U-bend supports may be a result of other damage mechanisms. As a result, many utilities inspect all new bobbin indications at least once to confirm the degradation mechanism.
  • Two tubes were identified with eddy current indications that were attributed to wear from a loose part. Visual inspections were not performed at these locations. No loose part was evident based on the eddy current data.
  • No tubes were identified as being in close proximity from the eddy current inspection data.
  • No secondary side inspections were conducted during the 2008 outage.

Based on a review of the information provided, the NRC staff concludes that the licensee provided the information required by their technical specifications. In addition, the staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
