SUMMARY
OF DECEMBER 11, 2008, CATEGORY 1 MEETING WITH FIRSTENERGY NUCLEAR OPERATING COMPANY TO DISCUSS A SPENT FUEL POOL RERACKING PRE-APPLICATION FOR BEAVER VALLEY POWER STATION, UNIT NO.2 (TAC NO. ME0145) On December 11, 2008, a public meeting was held between the Nuclear Regulatory Commission (NRC), and representatives of FirstEnergy Nuclear Operating Company (FENOC, licensee) and Holtec, at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, MD. The purpose of the meeting was to discuss Beaver Valley Power Station, Unit NO.2 (BVPS-2) spent fuel pool reracking pre-application. A list of meeting attendees is enclosed. Also, the licensee's slides presented at the meeting are located in the Agencywide Documents and Access Management System (ADAMS) Accession No. ML083530383. The licensee presented information on how they would formulate their license amendment application regarding BVPS-2 spent fuel pool reracking. The licensee described the existing spent fuel pool rack storage capacity, the planned modifications, and the proposed scheduling from submitting the license amendment application to the complete modification implementation. They noted that a comprehensive evaluation had been performed and approved for BVPS-1 spent fuel pool rerack on November 1, 1993. The licensee primarily focused on discussing Key Design Features, Structural/Mechanical Analysis, Safety/Accident Analysis, and Technical Specifications. The NRC staff queried the licensee and Holtec about a couple of different issues. The main issues were ensuring that the licensee use the most current guidance to perform their criticality analysis (Kopp Memorandum, NUREG-6608, NUREG/Cr-6955, etc), alerting Holtec of the potential issues with using CASMO-4 to determine isotopic concentration, and inquiring about the use of site-specific data when determining burnup distribution. A member of the public was in attendance. Public Meeting Feedback forms were not received.
