Dear Mr. Pollock:
This letter refers to the investigation initiated by the U.S. Nuclear Regulatory Commissions (NRC) Office of Investigations (OI) on June 7, 2007, at the Indian Point Energy Center (IPEC).
The investigation was initiated after you informed the NRC, on June 5, 2007, that a Shift Security Supervisor (SSS) may have deliberately submitted inaccurate requalification training records for two security officers on May 18, 2007. The OI investigation was initiated, in part, to determine whether the SSS had deliberately falsified the training records in violation of the IPEC Security Plan.
Based on the evidence developed during the OI investigation, the NRC confirmed that a former Security Lieutenant engaged in deliberate misconduct by deliberately failing to conduct the required training for two security officers on May 18, 2007, creating an inaccurate record of said training. Because you identified the actions of your employee, and because you implemented appropriate actions prior to relying upon the incomplete training and qualification of the two affected security officers, the NRC concluded that Entergy was not in violation of NRC requirements.
