Nine Mile Point Nuclear Station Unit No. 1; Docket No. 50-220 Special Report: Inoperable Drywell Pressure Monitors In accordance with Action 4 of Nine Mile Point Unit I (NMPI) Technical Specification (TS) Table 3.6.11-2, "Accident Monitoring Instrumentation Action Statements," Nine Mile Point Nuclear Station, LLC (NMPNS), is submitting the following Special Report concerning inoperability of the drywell pressure monitors.

Description of Event On November 7, 2008, both channels for the drywell pressure monitors (Item 4 of TS Table 3.6.11-1) were declared inoperable due to identification that the instrument transmitter power supplies were not environmentally qualified.

Cause of Inoperabilit NMPNS is currently performing an environmental qualification reconstitution program for NMPI. As part of this reconstitution program, it was discovered that the power supplies for the drywell pressure monitors credited for TS compliance were not qualified for the required 100-day post-loss of coolant accident integrated dose.

Action Taken Per Action 4.b of TS Table 3.6.11-2, a pre-planned alternate method of monitoring drywell pressure was initiated. The alternate instruments being utilized cover the drywell pressure ranges expected during accidents and are the instruments currently utilized in the NMP 1 emergency operating and severe accident procedures.

The NMP1 TSs do not include a time limit for the use of the pre-planned alternate instruments.

'C Document Control Desk November 20, 2008 Page 2 Potential modifications to restore the primary TS instruments to operable status are currently being evaluated. Additional information concerning the plans and schedule for restoration will be included in the forthcoming licensee event report to be submitted for this event per 10 CFR 50.73(a)(2)(i)(B).
