OF NOVEMBER 5, 2008, MEETING WITH EXELON TO DISCUSS PEACH BOTTOM REQUEST FOR EXEMPTION FROM TITLE 10 OF THE CODE OF FEDERAL REGULATIONS PART 50, APPENDIX R, SECTION III.G (TAC NOS. MD7029 AND MD7030)
On November 5, 2008, a Category 1 public meeting was held between members of the U.S.
Nuclear Regulatory Commission (NRC) staff and representatives of Exelon Generation Company, LLC (Exelon) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss additional information provided by the licensee concerning the Exelon Request for Exemption from Title 10 of the Code of Federal Regulations Part 50 (10 CFR 50), Appendix R,Section III.G for Peach Bottom Atomic Power Station dated October 5, 2007 (Agencywide Documents Access and Management System Accession Number ML072820129). The Exemption Request relates to the use of operator manual actions in the Peach Bottom Fire Protection Program in lieu of the requirements specified in 10 CFR 50, Appendix R, Section III.G.
The licensee presented a draft information table containing specific data related to the operator manual actions referenced in the Exemption Request. The information in the table was compiled from various fire protection related information including procedures and calculations.
The Exelon representatives explained the structure, format and technical details contained in the table and the NRC staff asked several clarifying questions during the meeting. During the discussion, the NRC staff commented that the table presented by Exelon appeared to be comprehensive and would serve as a valuable inspection document. However, the information sought regarding the Exemption Request was preferred to be in the form of a narrative that presented the technical justification related to the manual actions rather than the source data contained in the table.
The Exelon representatives did not wish to leave the draft information provided for discussion and removed all handouts after the meeting. No proprietary information was presented or discussed during the meeting and no regulatory decisions were made.
One member of the public, a representative from the Nuclear Energy Institute, was in attendance. Three other members of the public participated in the meeting via the teleconference bridge line. A list of meeting attendees is provided in the enclosure.
