OC 71003 & State of NJ Just to keep everyone up to date. I had about an hour long call with Rich Pinney and Ron Zac, on Sept 3. We discussed at length the upcoming OC 71003 outage inspection, including state expectations. I discussed the inspection scope, as outlined in the inspection task list the I provided to you last week. They seemed satisfied with the scope and level of effort. We also discussed the fatigue monitoring program and the combustion turbines, and they agreed that those programs were clearly non-outage inspection tasks. I did not commit to inspecting anything later, and very clearly stated that a future non-outage inspection scope would be considered AFTER I finish the outage inspection. We also discussed the 3-D Finite element analysis, and again stated it was a non-outage item, which Exelon planned to have completed around the end of the year (after the outage).

I gave Rich Pinney a short update call last Thursday. I invited Rich to provide any insights that the State might have regarding the inspection. Rich understands that the inspection is on a sampling basis (not 100%

verification). Rich seems to think that our proposed scope seems good.

Rich and Zac both understood that I'm the Lead for both the outage and non-outage 71003 inspections.

If there is a call with either of them, to discuss OC LR, it would probably be useful for me to sit-in on the call. I am at Calvert Cliffs this week, but have a fairly flexible schedule.

Thanks John Richmond I
