Dear Sir or Madam:
In telephone conversations on September 4, 18, and 29, October 27 and 31, 2008, the Nuclear Regulatory Commission staff requested additional information regarding Proposed Change Number (PCN) 548, Revision 3, Battery and DC Sources Upgrades and Cross-Tie (Reference 2). The NRC staff question and Southern California Edison's (SCE's) response are provided below.
NRC Question:
The proposed Completion Time (CT) of 21 days for TS 3.8.4 Condition E (DC System Buses cross connected) is excessive compared with the industry norm. Maintenance activities should not require 21 days. Also, the NOTE includes a CT of 30 days for P.O. Box 128 San Clemente, CA 92674-0128 (949) 368-3780 Fax: (949) 368-3770
Document Control Desk November 14, 2008 upgrade of the batteries. Currently, 14 days is the longest approved CT for the industry.
Explain the basis for the proposed CTs.
SCE Response:
SCE has reviewed the activities and durations to be performed with same train subsystems cross-connected for both routine online maintenance and testing activities and battery replacements. Enclosure 1 provides the detail of these activities and their durations. As a result of the referenced telephone discussions with the NRC, SCE proposes to modify TS 3.8.4 Condition E with shorter Completion Times as shown below:
"DC Subsystem Buses cross connected (1800 amp-hour rated battery required)."
Condition E includes the following Required Action and Completion Time (CT):
E.1 Restore DC Subsystem Buses to non-cross-connected configuration.
CT: 4 days This CT is modified by a NOTE: Completion Time is 14 days when cross connected for battery replacement.
The 4-day duration is adequate for routine maintenance activities, such as modified performance discharge testing in Modes 1 through 4.
The 14-day duration allows for future replacement of a battery bank. Some upgrade activities, such as replacement of battery racks and battery room modifications to accommodate the larger battery cells, are not included in the 14-day duration and will be performed prior to battery cell replacement.
SCE's response to the NRC request requires one change to the previously submitted proposed Technical Specification (TS) pages. Enclosure 2 provides the required replacement TS pages for Attachments C, D, E, and F of PCN 548, Revision 3 (Reference 2). No other changes are required. There is no change to the No Significant Hazards Consideration submitted with Reference 2 as a result of these changes.
Attachment H of Reference 2 provided the Summary of Regulatory Commitments.
Commitments 7 and 8 of Attachment H are revised, and a new Commitment 10 is added in this submittal. See Enclosure 3 for the revised Attachment H.
