Dear Members of the TSTF:
By letter dated, August 5, 2008 (Agencywide Documents Access and Management System Accession No. ML082180283), you requested that the U.S. Nuclear Regulatory Commission (NRC) review and approve a Consolidated Line Item Improvement Process review of TSTF Traveler 426, Revision 1, Revise or Add Actions to Preclude Entry into LCO 3.0.3 - RITSTF Initiative 6b & 6c. Your request noted that the NRC previously granted a fee exemption for the review of this Traveler. Section 170.21 of Title 10 of the Code of Federal Regulations requires that TSTF Travelers be subject to fees based on the full cost of the review. The fee waiver for this Traveler still applies.
TSTF-426, Revision 1, was submitted to resolve differences between TSTF-426, Revision 0 and Revision 0 of Topical Report (TR) WCAP-16125-NP, Justification for Risk-Informed Modifications to Selected Technical Specifications for Conditions Leading to Exigent Plant Shutdown. TR WCAP-16125-NP, Revision 1, was submitted to the NRC on January 7, 2008.
Revision 1 of TSTF-426 is consistent with the TR.
The NRC staff has completed a preliminary review of your submission and determined it is a sufficiently complete and appropriate submission to initiate a more comprehensive review, consistent with your request. The TSTF-426, Revision 1, review schedule will generally follow the review schedule for TR WCAP-16125-NP. The draft safety evaluation for this TR is scheduled to be complete by May 30, 2009, as documented in a July 22, 2008, NRC letter, ADAMS Accession No. ML081980288. Additional details regarding the schedule for TSTF-426, Revision 1, will be provided when they are available.
