BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 - CLOSEOUT OF GENERIC LETTER 2007-01, "INACCESSIBLE OR UNDERGROUND POWER CABLE FAILURES THAT DISABLE ACCIDENT MITIGATION SYSTEMS OR CAUSE PLANT TRANSIENTS" (TAC NOS. MD4303 AND MD4304)
Dear Mr. Waldrep:
On February 07, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2007-01, "Inaccessible or Underground Power Cable Failures That Disable Accident Mitigation Systems or Cause Plant Transients," (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070360665). GL 2007-01 requested that licensees provide the following information within 90 days of the date of the GL:

A history of inaccessible or underground power cable failures for all cables that are within the scope of Title 10 of the Code of Federal Regulations (10 CFR) Section 50.65, (the Maintenance Rule) and for all voltage levels, including the cable type, cable manufacturer, date of failure, type of service, voltage class, years of service, and the root causes for the failure; and, (2)
A description of all inspection, testing, and monitoring programs to detect the degradation of inaccessible or underground power cables that support emergency diesel generators (EDGs), oftsite power, emergency service water (ESW), service water, component cooling water and other systems that are within the scope of the Maintenance Rule.
In your letters dated May 8 and November 20, 2007 (ADAMS Nos. ML071360062 and ML073320598, respectively), you provided the information requested in GL 2007-01 and the subsequent request for additional information including: (1) A history of inaccessible or underground power cable failures for all cables that are within the scope of 10 CFR 50.65 and for all voltage levels, including the cable type, cable manufacturer, date of failure, type of service, voltage class, years of service, and the root causes for the failure; and, (2) A description of all inspection, testing, and monitoring programs to detect the degradation of inaccessible or underground power cables that support EDGs, offsite power, ESW, service water, component cooling water and other systems that are within the scope of the Maintenance Rule.
