H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO.2 - CORRECTION TO REQUEST FOR ADDITIONAL INFORMATION RESPONSE DATE REGARDING REQUEST FOR RELIEF FROM ASME CODE, SECTION XI, SUBSECTIONS IWE AND IWL REQUIREMENTS (TAC NO. MD8509)

Dear Mr. Walt:

On September 4,2008, the Nuclear Regulatory Commission issued a request for additional information (RAI) regarding an application dated April 4, 2008, from Carolina Power and Light Company, the licensee for the H.B. Robinson Steam Electric Plant, Unit NO.2 (HBRSEP). The submittal contained a request for relief from the requirements of the American Society of Mechanical Engineers (ASME) Code,Section XI, Subsections IWE and IWL.

The proposed relief requests (RRs) IWElIWL-RR-01, IWElIWL-RR-02 and IWElIWL-RR-03 pertain to certain requirements of the ASME Code,Section XI, Subsections IWE and IWL, 2001 Edition through 2003 Addenda, with regard to containment inspection examinations for the second 1O-year containment inservice inspection interval at HBRSEP. These RRs relate to visual examination of the insulated containment liner, visual examination of moisture barriers, and successive examinations following a repair, respectively.

Prior to issuance of the RAI, a discussion was held with members of the HBRSEP staff to discuss extending the originally proposed response deadline from October 10, 2008, until January 30, 2009, in order to avoid potential conflicts with the fall 2008 refueling outage. The NRC staff agreed with the proposed extension. However, the original date of October 10, 2008, was inadvertently retained in the document, and subsequently contained in the RAI as issued.

Please disregard the date listed in the September 4, 2008, letter and consider January 30, 2009 as the response deadline for the subject RAI. We regret any inconvenience this may have caused. If you have any questions regarding this matter, please call me at (301) 415-3178.
