SAFETY EVALUATION REPORT RELATED TO THE LICENSE RENEWAL OF THE VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2
Dear Mr. Tynan:
By letter dated June 28, 2007, Southern Nuclear Operating Company, Inc. (SNC) submitted, for the U.S. Nuclear Regulatory Commission (NRC or the staff) review, an application to renew the Vogtle Electric Generating Plant (VEGP), Units 1 and 2, operating licenses for up to an additional 20 years. The license renewal application (LRA) was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The staff determined that the LRA was complete and acceptable for docketing on August 21, 2007.
The staff has reviewed the VEGP LRA and has developed the enclosed Draft Safety Evaluation Report related to the License Renewal of the Vogtle Electric Generating Plant, Units 1 and 2, hereinafter referred to as the Safety Evaluation Report (SER). This SER reflects the status of the staffs review of the LRA, request for additional information (RAIs), the applicants responses to the staffs RAIs and other questions related to the LRA through August 15, 2008, unless otherwise noted. Issuance of the enclosed SER is an important milestone for both the applicant and the staff.
The staff has not identified any open or confirmatory items in its review. However, in accordance with the schedule for completing the review of the VEGP LRA, the applicant is requested to review the enclosed SER, verify its accuracy, and provide comments to the staff by January 12, 2009.
The staff plans to review the current content and format of the SER for further improvement while incorporating the applicants comments. A revised SER will then be issued by January 19, 2009.
