MID-CYCLE PERFORMANCE REVIEW AND INSPECTION PLAN - NORTH ANNA POWER STATION
Dear Mr. Christian:
On August 14, 2008, the NRC staff completed its performance review of North Anna Power Station Units 1 and 2 for the first half of the calendar year 2008 assessment cycle. Our technical staff reviewed performance indicators (PIs) for the most recent quarter and inspection results over the previous twelve months. The purpose of this letter is to inform you of our assessment of your safety performance during this period and our plans for future inspections at your facility.
This performance review and enclosed inspection plan do not include security information. A separate letter designated and marked as "Official Use OnlySecurity-Related Information" will include the Physical Protection/Security cornerstone review and resultant inspection plan.
Plant performance for the most recent quarter at North Anna Power Station Units 1 and 2 was within the Licensee Response column of the NRC=s Action Matrix, based on all inspection findings being classified as having very low safety significance (Green) and all PIs indicating performance at a level requiring no additional NRC oversight (Green). Therefore, we plan to conduct reactor oversight process (ROP) baseline inspections at your facility. We also plan on conducting several non-ROP inspections which include: TI 2515/171 Verification of Site Specific Implementation Of B.5.b Phase 2 & 3 Mitigating Strategies; TI 2515/172 Reactor Coolant System Dissimiliar Metal Butt Welds; TI 2515/173 Review of the Implementation of the Industry Ground Water Protection Voluntary Initiative; and TI 2515/176 Emergency Diesel Generator Technical Specification Surveillance Requirements Regarding Endurance and Margin Testing.
Additionally, the staff has identified a substantive cross-cutting issue, using the criteria in MC 0305, in the area of human performance with a cross-cutting theme in the aspect of resources, complete, accurate and up-to-date design documentation, procedures, work packages, and correct labeling of components (H.2.c). This was the result of four findings in the twelve month assessment period with the same cross-cutting aspect of H.2.c. On April 18, 2008, North Anna Power Station initiated condition report (CR) 96021 due to the potential identification of three findings in the area of human performance, resources (H.2.c) that were debriefed by the Resident Inspectors during the first quarter 2008 exit meeting.
