SAFETY EVALUATION REPORT RELATED TO THE LICENSE RENEWAL OF SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1
Dear Mr. Duncan:
By letter dated November 14, 2006, Carolina Power & Light Company (CP&L) submitted, for the U.S. Nuclear Regulatory Commission (NRC or the staff) review, an application to renew the Shearon Harris Nuclear Power Plant (HNP), Unit 1, operating license for up to an additional 20 years. The license renewal application (LRA) was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, (10 CFR 54) Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The staff determined that the LRA was complete and acceptable for docketing on January 12, 2007. Since that time, the staff has reviewed the HNP LRA, issued requests for additional information (RAIs), reviewed the applicants responses to the staffs RAIs, developed a safety evaluation report (SER) with open items dated March 18, 2008, and reviewed the applicants comments on this SER. On the basis of this review, the staff has developed the enclosed SER to document its findings associated with the safety review of the LRA and supporting documentation for HNP, Unit 1.
