DONALD C. COOK NUCLEAR PLANT, UNIT 2 - RE: FINAL ACCIDENT SEQUENCE PRECURSOR ANALYSIS OF NOVEMBER 8, 2005, OPERATIONAL EVENT
Dear Mr. Rencheck:
The purpose of this letter is to inform you that final results of the Accident Sequence Precursor (ASP) analyses of an event which occurred on November 8, 2005, at the Donald C. Cook Nuclear Plant, Unit 2, have been completed. The event was documented in Licensee Event Report 316/05-001, dated January 9, 2006, and Nuclear Regulatory Commission (NRC) Region III staff conducted an integrated inspection and issued Inspection Report 5000316/2005013, dated December 22, 2005. These documents are publicly available through the Agencywide Document Access Management System (ADAMS), Accession Nos. ML060110215 and ML053560205, respectively. The final ASP analysis can be found at ADAMS Accession No. ML071930244.
The NRC established the ASP Program in 1979 in response to the Risk Assessment Review Group report (see NUREG/CR-0400, dated September 1978). The ASP Program systematically evaluates U.S. nuclear power plant operating experience to identify, document, and rank the operating events that were most likely to have led to inadequate core cooling and severe core damage (precursors), accounting for the likelihood of additional failures.
The NRC currently uses the ASP Program to:
Monitor performance against the safety goal established in the agencys Strategic Plan (see NUREG-1100, Volume 24, Performance Budget: Fiscal Year 2009, issued February 2008).
Provide feedback to improve Standardized Plant Analysis Risk models.
Evaluate the generic implications of precursors and trend industry performance.
Support generic safety issue resolution.
