Dear Mr. Sutton:

This is in response to your email, dated July, 2, 2008 (ML081910409), requesting the linked event tree model of Cooper Nuclear Station control room abandonment developed by Region IV as described in our letter (Caniano to Minahan, dated June 13, 2008). Please find enclosed a compact disk (CD) containing this model. The CD contains the electronic files for the version of the model used in our recent significance determination addressed in Enforcement Action EA 07-204. SAPHIRE software Version 7.27 is required to perform analyses using this model. The SAPHIRE software can be obtained at the NRC Reactor Safety Code User Information Exchange web page http://www.nrccodes.com/. The model is provided in a single folder that should be copied directly to the same computer drive that contains the SAPHIRE software files.

The model includes core damage risk resulting from postulated fires in each of five fire areas designated as control room evacuation areas. The model also uses appropriate system fault trees contained in the Standardized Plant Analysis Risk model, Revision 3.40 for the Cooper Nuclear Station including the standardized input data for equipment and human performance available in that model. For your convenience, the change sets used in our recent significance determination were provided with the model. The model is currently configured to produce the case evaluation used in our final determination as discussed in our June 13, 2008 letter.

Therefore, you should be able to view the cutsets from this model using the SAPHIRE software.

This should represent the cutsets that you requested in Item 1 of your followup email, dated July 8, 2008 (ML081910406).

However, because of the sensitivity of the model contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letters enclosure will not be available for public inspection.
