Entergy letter dated May 8, 2008, Three Month Response to Generic Letter 2008-01 Managing Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, and Containment Spray Systems (0CAN050802)
Dear Sir or Madam:
The U. S. Nuclear Regulatory Commission (NRC) issued NRC Generic Letter (GL) 2008-01 (Reference 1) to request that each licensee evaluate its emergency core cooling, decay heat removal, and containment spray systems licensing basis, design, testing, and corrective actions to ensure that gas accumulation is maintained less than the amount that challenges operability of these systems, and that appropriate action is taken when conditions adverse to quality are identified.
The GL requested each licensee to submit a written response in accordance with 10 CFR 50.54(f) within nine months of the date of the GL to provide the following information:
- a. A description of the results of evaluations that were performed pursuant to the requested actions of the GL. This description should provide sufficient information to demonstrate that you are or will be in compliance with the quality assurance criteria of Sections III, V, XI, XVI, and XVII of Appendix B to 10 CFR Part 50 and the licensing basis and operating license as those requirements apply to the subject systems of the GL; Entergy Operations, Inc.

- b. A description of all corrective actions, including plant, programmatic, procedure, and licensing basis modifications that you determined were necessary to assure compliance with these regulations; and,
- c. A statement regarding which corrective actions were completed, the schedule for completing the remaining corrective actions, and the basis for that schedule.
In Reference 2, Entergy provided the three month response requested by the GL for Arkansas Nuclear One (ANO). In this letter ANO provided a description of an alternative course of action to respond to the GL and the basis for the acceptability of those actions.
In subsequent discussions with the NRC, it was determined that ANO was unclear with regard to what would be reported by the GL requested response date (October 11, 2008) and that the commitment date for submitting the appropriate ANO, Unit 1 (ANO-1) information gathered during the next refueling outage was beyond the NRCs expectation of 90 days after the completion of the outage. The purpose of this letter is to provide clarification with regard to what ANO intends to submit by the requested due date and to change the commitment date for the ANO-1 outage information. It was determined that the date committed to by ANO, Unit 2 (ANO-2) meets the NRC expectation.
ANO will provide results of the walk downs and evaluations of the accessible portions of the ANO-1 High Pressure Injection, Building Spray and Decay Heat / Low Pressure Injection systems and the ANO-2 High Pressure Safety Injection, Low Pressure Safety Injection and Containment Spray systems by the GL requested response date of October 11, 2008. This information will be provided in accordance with 10 CFR 50.54(f).
In Reference 2, ANO-1 committed to provide the information gathered during the next refueling outage by March 26, 2009. This committed due date is being revised to be March 10, 2009 This submittal contains one new commitment and one revised commitment. These commitments are contained in the attachment to this submittal.
Should you have any questions regarding this report, please contact Dale James at 479 858 4619.
I declare under penalty of perjury that the foregoing is true and correct. Executed on June 30, 2008.
Sincerely, TGM/rwc
