Letter from P. B. Cowan (Exelon Generation Company, LLC/ AmerGen Energy Company, LLC) to U. S. NRC, "License Amendment Request to Change Technical Specification Unit Staff Qualifications - Education and Experience Eligibility Requirements for Licensed Operators," dated July 19, 2007 This letter is being sent to supplement the referenced License Amendment Request (LAR) to support application of a change to the licensed operator training and qualification education and experience requirements as specified in Technical Specifications TS 5.3.1/6.3.1 of the facility operating licenses listed above.

In response to a request from several NRC technical reviewers in a June 10, 2008 teleconference, a description of the pre-Initial Licensed Operator Training (ILT) program training is provided in Attachment 1 to this supplemental letter.

There is no impact to the No Significant Hazards Consideration submitted in the Reference letter. There are no additional commitments contained within this letter.

Attachment Description of Pre-ILT Training Exelon Generation Company, LLC (Exelon) and AmerGen Energy Company, LLC (AmerGen),

through self-assessment of the Initial Licensed Operator Training (ILT) program, have decided to enhance the Senior Reactor Operator (SRO) education and eligibility requirements for SRO candidates. For SRO candidates that come from sites other than the one at which the candidate will be licensed, Exelon/AmerGen have decided that familiarization training should be given at the beginning of the six-month on-site experience period. The desired effect is to increase the effectiveness of subsequent on-site responsible nuclear power plant experience (RNPPE) activities. This will help increase the performance of the non-site familiar SRO candidates so that when the ILT starts they will be on an even par with the site-familiar candidates.

Exelon and AmerGen have determined that time on-site credited towards meeting the six-month RNPPE requirement may include participation in plant familiarization training of a limited nature.

The plant familiarization training, intended to improve the candidates' understanding and knowledge of the station, may include activities such as a two to three week basic systems course, completing a plant familiarization guide, and participating in job performance measures.
