DAVIS-BESSE NUCLEAR POWER STATION, UNIT NO. 1 - REQUEST FOR ADDITIONAL INFORMATION RELATED TO RESPONSE TO GENERIC LETTER 2004-02, POTENTIAL IMPACT OF DEBRIS BLOCKAGE ON EMERGENCY RECIRCULATION DURING DESIGN BASIS ACCIDENTS AT PRESSURIZED-WATER REACTORS (TAC NO. MC4681)
Dear Mr. Allen:
By letter to the Nuclear Regulatory Commission (NRC) dated February 28, 2008, FirstEnergy Nuclear Operating Company submitted a supplemental response to Generic Letter (GL) 2004-02, Potential Impact of Debris Blockage on Emergency Recirculation during Design Basis Accidents at Pressurized-Water Reactors for Davis-Besse Nuclear Power Station, Unit No. 1 (DBNPS).
The cognizant NRC staff has reviewed the licensee's submittal. The process involved detailed review by a team of 10 subject matter experts, with focus on the review areas described in the NRC's Revised Content Guide for Generic Letter 2004-02 Supplemental Responses, (Agencywide Documents Access and Management System Accession No. ML073110389). The review process also included a separate holistic review of the licensee's submittal, informed by inputs from the subject matter experts that focused on whether the licensee has demonstrated overall that its corrective actions for GL 2004-02 are adequate.
The NRC staff has no further questions at this time regarding the performance of DBNPSs emergency core cooling system strainers. In large part, this conclusion is based on the very low potential debris loading at DBNPS, as discussed in the licensee's supplemental response.
However, the NRC staff has determined that additional information is required to complete the review. The specific information requested is addressed in the enclosure to this letter. During a discussion with your staff on June 25, 2008, it was agreed that you would provide a response within 90 days of issuance of the final NRC staff safety evaluation on WCAP-16793.
The NRC staff considers that timely responses to requests for additional information help ensure sufficient time is available for staff review and contribute toward the NRC=s goal of efficient and effective use of staff resources. Background===
The NRC staff considers in-vessel downstream effects to be not fully addressed at DBNPS, as well as at other pressurized water reactors. DBNPS's GL 2004-02 submittal refers to draft WCAP-16793-NP, Evaluation of Long-Term Cooling Considering Particulate, Fibrous, and Chemical Debris in the Recirculating Fluid. The NRC staff has not issued a final safety evaluation (SE) for WCAP-16793-NP, nor is the NRC staff aware that satisfactory testing for a problem bed of debris at the core inlet has been performed for DBNPS plant conditions and fuel type.
FENOC may demonstrate that in-vessel downstream effects issues are resolved for DBNPS by showing that the licensee's plant conditions are bounded by the final WCAP-16793-NP and the corresponding final NRC staff SE, and by addressing the conditions and limitations in the final SE. Alternately, FENOC may resolve this item by demonstrating, without reference to WCAP-16793 or the NRC staff SE, that in-vessel downstream effects have been addressed at DBNPS.
Request for Additional information FENOC is requested to report how DBNPS has addressed the in-vessel downstream effects issue within 90 days of issuance of the final NRC staff SE on WCAP-16793. Note that the NRC staff is developing a Regulatory Issue Summary to inform the industry of the staff's expectations and plans regarding resolution of this remaining aspect of Generic Safety Issue 191.
